Maybe it's because we've typically had Ivy-educated (indoctrinated) hires at State and USAID?? Just a guess.

This is like taking something out of Francisco Gil-White's Management of Reality hypothesis. Although he writes almost always from the "Jews getting set up for the next Holocaust" perspective.
